    Madras used to be the name of a city in India. The name was changed to Chennai. Possibly , you have a razor that was made in India. Just my guess.

    Another guess would be that it's made in England. During the colonial days when India is part of the British Empire, a lot of things in throughout the empire was named after places in India. Just my guess too.
