Probably celluloid. The "finest Sheffield Steel"., "made and ground in Germany" makes me think pre WWII but I'm not sure. Neil Miller or manah might be able to tell you for sure. There was a period of time where those were touted selling points for German razors.

I also have a Gotta just like that. It's an excellent razor, in the top tier of my rotation. The scales on mine are celluloid and the ones on yours should be also.

I have one as well, it's a nice razor unfortunately the scales have a crack at the pin and it''s a bit loose would like to replace the scales with original ones, but haven't come across any yet.
