Its a stropper for safety blades. You can get a lot more out of a safety blade if you strop it, so with this device you insert the blade in it, and strop on leather!

Typically these are set up for Single Edge Blades. They often came with the early model Gem, Kampf and Ever Ready Lather Catchers.
