After 1870 (that is when the small crown was made) if there is no country of origin then it is most likely pre-1890. Although, if it was made for 'domestic' use the country may not have been required and we have to remember the empire of Victoria was more than 10% of the world ad over 1/4 of the world's population.

if i had to guess i would say it looks like a sheffield razor but without a stamp you really cannot tell. has the seller offered any other info on it? such as was the maker's mak lost in restoration? how it was restored (an overheated blade will not hold an edge)? or anything?
feel free to pm me about it.

Nothing was lost in the restore phase at all, it had no scales to begain with.
He polished it up honed it back to shave ready slapped the new Bufflo scales on it.

Paul sorry valuations on the forum are a major no-no.
you have to look at the razor and decide for yourself if it is worth it too you. so much about straight razors is personal preference deciding for another is impossible. if you think it is a good deal then buy it. if you have to think about it then perhaps it is not truly what you want.
sorry,
