I prefer off so I can be sure everything's dry, but if it comes on I'd leave it to keep it original.

Like all things, rust can build up under the wrap from water, so I see your point in leaving it off.
If it does come with a wisteria wrap, I can remove it without too much of a hassle, correct?

No idea. I have only ever had one, an Iwasaki, and it came to me naked.

Things happen. Much easier to dry a pivot than wrapping.

I left mine on. I have one with out a wrap and I can definitely say I prefer the rap. It helps me grip more. As far as drying I wipe my lather off. I don't rinse. I would suggest keeping it on at first, if you don't like it turn it off.
