I am about to throw it out the window. Should it snap arm hairs or just cut hair when I shave my arm?

Followed advice....not snapping arm hairs yet. Moved to a 3K and 8K back and forth....I *guess* my strokes are good since I think I set a clean bevel and don't lift the blade. Still can't snap hairs...
