I would start light with it. Scrub it good with a toothbrush. Light simple green or something. Perhaps a touch of scouring powder.
A scrap of Scotchbrite and same to scrub inside of the scales.... -

Are the scales aluminum? Looks like oxidation. They could be sanded. I have several with dissimilar metals. Never an issue.
