The abrasive grains of stone are crushing into finest dust during sharpening and this dust is filling all that small holes.
It's normal.

You can get rid of that dust with ultrasonic cleaner. But...

The kanji lettering on the stone is 大突 that is Ozuku

But as for "whitish specs" or small holes I think it is not a discriminating marks for Suita type.
