Just me, but I would sleeve it and double washer on the front side and see how that starts, you can then do a bit of directional peening or sand the scales to fit on the backside thinner.

You will need a #0 wide washer for the thrust washer, and if the tang has an uneven grind on one side don't fret about using two on that side, you will want the razor centered as best as you can...
