I would presume so. I cannot imagine the health code issues otherwise (particularly at that price).

My pal that goes there on occasion does not own a proper razor...so I know it's not a BYO shop....

Honestly I am not surprised by higher prices. To provide for the masses it's probably got a decent overhead cost to contend with.
