So just an update, I was able to email the author and got a quick reply back. Apparently he collects safety razors and is big into restorations. He gets trades for safety razors as payment sometimes...

I just got my copy in today, I thought I was spending too much on razors already but this thing has given me expensive ideas. Richie and Stewarts Standard Guide to Straight Razors was bad enough but...
