I would say that it is a good indication of cell rot especially with those "Ice" scales. If the scales are horn of some other natural material then I would suspect neglect and a high moisture...

I have an 8/8-8/7 W&B FBO with that same profile. Fortunately, I got it with a huge lot of good razors so the price wasn't an issue. Now I just have to figure out how to proceed with it.
