You know, I actually test my razors coming off the hone this way, I shave a small piece on my face, dry, if it doesn't tug and pull and shaves cleanly and rather smoothly I'm done

Big +1 to this advise, you'll feel the difference...
Big +1 to this advise, you'll feel the difference in honing with that one layer of tape, it feels really good with great results.

either way they both leave fantastically smooth edges and I personally would have gotten a Coticule from one of those 2 layers if I could choose a specific vein -

I can't tell for sure, but it looks it has a grainy/woodsy type surface?
I for one favor those type of Coticules, they always give me very smooth...
