you have to look at the razor and decide for yourself if it is worth it too you. so much about straight razors is personal preference... -

if i had to guess i would say it looks like a sheffield razor but without a stamp you really cannot tell. has the seller offered any other info on it? such as was the maker's mak lost in restoration?...

After 1870 (that is when the small crown was made) if there is no country of origin then it is most likely pre-1890. Although, if it was made for 'domestic' use the country may not have been required...
