UPDATE: It arrived today and to my relief it is definitely not plated. The spots in questions were just bits of black gunk that came off with my fingernail. There are some rust areas that I suspect...

It jut looks like there is a shiny surface that is flaking off.

Again, hope yall are right. If not, I'll make the best of it I suppose. Either way I will update with pictures when it arrives.
