It sounds like the razor needs to be stropped more. Why don't you try another 50 passes on the leather and then test shave. That should help the shaving smoothness if the edge is sharp.

TI uses REALLY tough steel. If your razor was not sharpened well from the factory, 15 laps on the coticule is only a decent start. It will take a lot of laps on the coticule to get a dull TI shave...
