I know, I bought one missing the handle and the hone stone was very coarse and there was a lot of the same grit in the strop.
This one has a smooth strop and the hone stone seems to be a fine...

The red surface is supposed to be a strop.
The dark surface is supposed to be a stone.
The lever works the stone on each of those surfaces in turn.
