He is loading Fomax, "Greaseless" compounds
He has to load a solid thick base coat.. there is a difference in loading Grease based Polishing compounds and Glue/Resin based Greaseless compounds -

Try bumping it until the wheel stops, Repeat
Try starting the load and turning...
