problem finally solved
I switched from "Use Forum Default" to "Default Style" under "Edit Options" in the User CP.
Apparently my Firefox doesn't like drawing the welcome box on the right side of the page....weird. -

Better than before. CPU usage is still up when Java is enabled, reduced slightly.
The memory leak thing is much improved with Java on or off.
Definitely more usable. -

Got it. Installed it.
After 5 minutes with Java enabled it looks like this might be the cure. If I don't whine my way back to this thread, then it worked.
