I'd bet that is celluloid. Rare to find inlays in either bone or ivory. Some older Sheffield razors had inlays in ivory but you can usually tell.

This is the auction where the guy calls them...

I've seen a 7 day set with ivory recently listed as 'bone'. Guy probably knows it isn't, but bone is acceptable.
