There are a number of newspaper ads for it, mostly dating to 1909 when it was marketed for 2 usd. All the ads say that it "...strops and hones all razors and blades, old style and safety..."

It is a Fleming Razor Stropper & Honer from 1908....
It is a Fleming Razor Stropper & Honer from 1908. It could take straights as well as blades and its main job was to keep the blade/razor at the correct angle on the hone or the strop:
