I'd definitely clean that up. It will likely need a rehone as well. The edge does look like it may be compromised but good chance rubbing metal polish over it will dull the edge regardless.

Sounds like some kind of staining or corrosion. Pics would help for a diagnosis. Have you tried metal polish ? or you could leave it alone & wait for the razor to develop an overall patina but oil...
