Have the felt wheel rotate away from the edge. Dremel brand polishing compound is all I use for minor patina and shallow surface rust, with great results.

You should also remove all corrosion just to make sure.

Wipe it down with a cotton ball soaked with a bit of alcohol. Works wonders for me.
