My bench hone has plain leather and it's turning out to be a great medium for the abrasive. Latigos are probably overtreated for this use.

I've gone straight to 0.5 micron CrO2 after Norton without any issues. It may increase your total number of strokes if you skip the 1.0 but not by much. You already have a viable solution, so...

Belgian would be closer (still not as fine, but with a smoother edge) to 1.0 micron. Shapton rates their 15-16k hones at just under a micron. According to that logic, 0.5 micron should be equivalent...
