Yeah I see what you mean - the last article also says to "wipe razor quite dry", which wouldn't mean "almost dry."

Very good advice in those old razor instruction sheets! Please note that they said to keep the razor "quite flat" when stropping, not "completely flat." It is a subtle but very important distinction!
