Annapolis is the Capitol of Maryland. I have lived all my life in MD. Less than 90 minutes away from Annapolis. Not really known for cutlery. But it would make sense that a fancy razor like that could be found there. Politicians are bought and paid for by shiny objects such as that even to this day.
A smart cutler of the day would most likely have had rooms for let by the hour as well.
