Leave the blade in or just use a new one every time they are cheap and i always like the feeling of a new blade. leave it out to dry like you said. I clean all my razors every once in a while and then put it in barbacide which cleans of the soap scum real nice and disinfects it. Dont worry about soap scum it will wash off, if you feel like its getting bad get some maas polish and give it a shine.

go straight to a slant bar,ikon or merkur,semoque club boar brush,start with palmolive shaving stick,brush will take some running in.wash face lether up, brush for at least 1 minute you can feel if bristles are getting soft,wash off lather up again brush untill bristles are soft you can feel through the lather,when shaving pull skin back on every stroke using very short strokes,lather up again feel through the lather where you have missed and complete,take blade out and dry after every shave a must,i oil blade slightly as well before assembly,i use personna platinum chrome very good and forgiving works well with my Ikon slant
