That is at the sellers discretion,
you can message them and the seller may do it for you.
Putting in a bid is a binding agreement according to eBay policy.

i messaged the seller that the item description was wrong and that i would like to cancel my bid. he would not do it for me so i filled in the bid retraction form. it comes up on your record how many times you have cancelled a bid though. it gives you three reasons why you can cancel the bid, i chose the third one blaming it all on the seller haha.
