There's a chance the previous owner tested its sharpness on a piece of paper and dulled the shaving edge with it. Or by incorrect stropping on their side. If it was used once and then sold, I'll bet that it was bought from a beginner who could not get a good shave in the first try and gave up.
I suggest taking it back to 1K with one layer of tape, which will also remove the microbevel. 3 sounds like too much for me, that may give too large and angle.I want a lather whip

If you start using tape on the spine: use the same number of layers all the time. Going back from 3 to one layers is in some way like resetting the bevel.

Well, after working on the edge I got er' done. I think the grind of this razor and the hardness of the steel is what was giving me problems. Just needed more time on the stones compared to my other razors, especially the 12k. Bevel is small, even and like a mirror. Shaves great now.....
