Like the rest of your face, the chin needs to be stretched, it also helps if you break the contours of your face(espeially the chin) down into small flat planes. This will mean a lot of short strokes sometimes seemingly hair by hair. Stretch the skin in a direction that enables you access to the whiskers.I hope this helps, also try biting the lower lip(lightly) to stretch the skin.

I don't stretch it like other areas with my fingers but just use those muscles to stretch it. Then I just go straight down the chin and around to the underside. It takes practice but works good. I used to go E-W and W-E straight across my chin but stopped that because for the added effort and possible irritation the quality of the shave wasn't really any better then just going N-S and S-N.
