If you are talking about the hair in the chin and jawline area I wash my face vigorously twice before every shave with hot water. I don't do it routinely but a hot towel out of the microwave works well along with the face washing. If you are talking about shaving around a full beard I don't have a clue.
Be careful how you treat people on your way up, you may meet them again on your way back down.

Hair conditioner. Take a shower and rub a conditoner to your beard too.
Don't dry your face after shover or keep it wet before lathering up.
Oils and skin food are good too but they help mostly with glide and protect your skin.
Hot towel treatment(s) are great if you only have a time. I don't have that every day.

As TonyJ already said put your hair conditioner on your beard too while in the shower, and believe it or not just a plain old Noxema face wash, if you are going to shave before a shower...
