I used to do that with the water lower. I had it tip over too many times and get cold too quick. Now I have a better way......
I have coffee mug that is the right size for my metal soap dish. I nuke water in the mug and then set the soap dish in the top. I started at 2 minutes in the microwave and now only do 1 minute. Can get piping hot lather if desired. Works very well. Highly recommend it. Just look around in the kitchen and you will find a combo that works.

Seriously though, if I ever tried to float a lather cup, it'd be submerged before I managed to get the lather made. Electric kettle + scuttle = win.
