I only did face stetching before DE and straight shaving, I began hand stretching after. My shaves are a lot better since I stretch with hand too, and I am still learning how much stretch I need for the best results.

This is defiantly going to vary depending on the face. In my line of work I shave different types of faces everyday. There are guys I shave that have full taught face with tight skin that needs no stretching, and then there are guys that come in to the shop where you can stretch their neck skin up to their cheek. EVERY face is different. Part of the journey of straight razor shaving is experimenting to find out what works the best for you.

Very true, we all tend to generalise and not think of the elasticity of other guys' faces, either younger, or older than ourselves. Skin collagen changes with age, making the skin a lot more, or less "stretchy". So I guess, again, leveling the playing field by comparison with age makes all the difference..

I do both myself. Facial contortions, then some hand stretching to boot.
