    Ideally, there should be no tugging at all.

    The fact that you do experience tugging can be from a number of reasons.
    Was the razor shave ready when you got it?
    Did you strop it before shaving?

    You need to work on your angles, your prep, and your lather in addition to making sure the razor is sharp.

    If you bought it shave ready, it is probably your technique that needs honing, and not the razor
    I believe most people experienced this when they started out, not to worry.

    You need to work on all the above and in time, you should be fine. (if the razor is shave ready that is)
    This is a learned skill, so take your time with it and be patient.
