Contact the person who sold you razor.
As you already mention you had razor from him early and
it shaves ok.
No one is perfect.
May be he was not able to test the blade so on. Many reason could be.
he will be the best person to answer your questions.
if that won't bring any results then srp in here to help.

Compared to the straight you've been using, how well does it shave arm hair? If the sharpness is that much off, you should be able to tell a difference.
