I actually do my first pass on my neck XTG stright up, because even with my sharpest razor it catches in the thick hair on the downward pass if I don't first do one upwards. I learned this after about 30 shaves, and always trying to go downward XTG on the first pass which happens to be WTG on my cheek. I have one blade that plows through it, but I think it's because it weighs like a pound! Now this is all with a straight, but it may translate.

For real though, try upwards with your DE first and see if it makes a difference.

Everyone's hair comes in funky on the throat. I have to go "ATG" then "WTG" to get any head way there (with a straight).

My neck hair grows in several directions, too. The more you practice, the better you get. I've posted this video numerous times but note that he gets about all the angles. Over time, I was able to reach areas demonstrated I couldn't before.
