I have gotten good deals from https://guitarpartsandmore.com on horn. In particular blond horn but they also have bone, micarta, resin ivory, mammoth ivory and a bunch of other things, some of which I've never heard of.

It has some hone wear and some pitting but it has enough metal to give me room to work with....I really need to finish some of these projects.
I got this little knife for a trade I did with Paul. Thanks, Paul. Not sure what I'm going to do with it yet but it's a nice shape and sharp.

Sure your tablesaw can rip scale blanks. Just glue a piece of wood to the stock to be ripped, if you need some added thickness or stability. Your fence is your friend. I rip scale blanks all the time on my table saw. Cut a little oversize so you can sand out the saw marks, You might want a specialized blade of some sort. A thinner kerf would be nice. Finer teeth, definitely. At the minimum, switch to a plywood blade. Don't forget your pusher sticks with those small pieces! However, don't quote me on that regarding mammoth ivory. I know nothing about working with fossil ivory and I am guessing it can run from pretty brittle to really really brittle.
On my table saw I cut a piece of plywood but not all the way across. Backed it off a little from the blade and clamped it down. This took all the extra gap on the sides of the blade away and left it so I could rip 1/8" pieces safely.
I can't speak to the other materials but the horn I got was were 13/64" or 5 mm. It a little thick but might be thin to try and make into 2 pieces, with a table saw at least. You could thin them as described. I used a belt sander.
Since I have apparently fallen head first down the rabbit hole stricken with HAD I bought a couple of small stones.
