    It's not a ratchet, but a sprocket that rides that cap of the razor on each side. It is for the stropping mechanism, you feed the strop into it with a blade in and the head loose, and pull back and forth with the razor. The engineering in it makes it flop the head one way then the other, stropping the blade. Is too cool.

    It is part of the stropping mechanism. Basically like a Valet.
    Unscrew the handle a couple turns, rotate the head till the blade is free, feed the strop into the head and attach the strop to a wall and pull it tight. Slide the razor back and forth till satisfaction. Some of the furnished strops had pasted sides, Emery and rouge.
    Remove the strop and re-tighten the handle carefully to assure the blade edge goes into the end clips and re-tighten the handle.
    The little screw in the back is to set the blade exposure from the front of the bar.
