    With steel wool and a lot of elbow grease you can get that blade quite clean. If you spend the time all of the black will come off and you won't remove any good steel. It will however leave pits or textured areas where the black comes out. It still looks good as is, but if the black bothers you but you don't want to sand is down it is an alternative.
