I don't think that William Allen was the maker, just the owner, as surmised already. I also don't agree about the etching dating the razor - it's been around a long time - since the 15th century - and by the 1800s they had pretty much perfected it so that any metal could be etched to a very high degree of intricacy.

The word on the tang might be "Temperd" - without the 'e' - either a misspelling or a variant spelling of tempered. The narrowness of the tang at the beginning of the word could account for letters being missing - remember, they did the final grinding after the mark was stamped, or it would shatter the hardened steel.

I had an old Edwards razor (see below) with 'temperd' on the tang - that dates to mid 1830s.
