All I can tell you is that the image size, not the file size, is what stops me from uploading pics to the host here. I thought that I had a corrupt profile or something like that, so I reduced the image quality of a pic till it was 17kb, and it still wouldn't take it b/c of the size of the image. I figured out later what the problem was.

As far as adding pics I just upload them to image shack and let them resize them, and post hotlinked thumbnails here. I usually d/l one of the pics from imageshack, then upload it to the ad so there is an pic in the ad thumbnail. If you decide to do this, dont be afraid of the software imageshack wants to put on your comp, its actually really good and ad free.

800x600 has always worked for me
I take pics in 1600x1200 which come to 620kb standard quality, then resize to 800x600 which is under 400kb and I have never had problems uploading.
I use Paint.NET - Free Software for Digital Photo Editing
which is free and also has a very nice forum that has nice tutorials for advanced pic editing.

Two things effect the file size: (1) image size - how large it appears on screen. and (compression rate) - amount of pixels used to portray the image. The most important of these is compression rate. Be sure when you save file that you lower the compression rate as well as the image size.
