Help adding poll to thread

Ok, evidently this has changed... i haven't added a poll to a thread in a while and now i can't seem to do it. it wasn't an option when i created the thread, and it's not under thread tools... help me out here, what am i missing?

It appears a poll is offered in certain sections of the forums. The Conversation has an option when you scroll down to create a poll however, when I check other areas it appears it's disabled.
