Well, I take the can of edge, then I squirt it into my hand, and rub it on my face. Lathers every time.

Just kidding! Anyway, I tend to saturate the brush and then let it drip out, first straight up and down, then at an angle. When that's done, I whip up the lather in the bowl.

I like my lather fairly frothy and opaque, and with the Taylors and the T&H, I've found that they take nearly the same amount of water, and so that isn't a problem. The amount of water on the brush, and a dollop of cream, gets the job done.

The good thing about the better creams is that if you use a bit too much water, they can take it without becoming runny. Runny stinks. Too thick isn't bad, except that it dries out quick, and I then add more water. I like the foamy, thick bit right in the middle.
