    You might try one of the soaps that people condemn for being too foamy and making poor lather. For hard water, the foaming ability might overcome the problem.

    +another1 for Tabac... it throws a great lather in the hard water I have locally. Very little effort required.

    Use some of the extra money to buy a PUR water filter (around $25USD) and then use all the soaps.Why limit yourself? I have hard water and the filter solved my lather problem.
