This is a very common configuration of the loom strop. The handle allows you to adjust the tension of the loom sides. The fixed sides would often have coticule or other stone attached to them. I have restored a few of these and they are great strops.

I am an experienced knife sharpener, but have never used anything other than a leather belt to strop them. Is this strop on par with the one pictured below from the "Illinois Razor Strop Company"? I am looking at getting a quality strop for under $40 (please do not laugh too much). I do appreciate you fellas already chiming in.

I am not a strop expert, so I couldn't judge that strop.
But Tony Miller The Well Shaved Gentleman, Heirloom Razor Strop Company, Straight Razor Shaving Supplier will be able to fix you up with a quality strop for 40 I believe.Til shade is gone, til water is gone, Into the shadow with teeth bared, screaming defiance with the last breath.
