I have pasted a flat felt hone dry and that worked. Neatsfoot oil works and even water will probably work. Try a dab on one spot. The liquid is just a vehicle to aid in spreading it out and maybe having it absorb into the surface. A little goes a long way.
Be careful how you treat people on your way up, you may meet them again on your way back down.

I just used a bit of mineral oil mixed with the chromium oxide powder to paste my strop. I think any sort of oil would work (as long as it's suitable for razors, I don't mean motor oil or anything!)

Neatsfoot oil works well, and is one of the standards for leather conditioning.
