what is this?
anybody know how this 'strop' is operated?

oh...so those little knob looking things move by pulling the string and it rubs the edges against the green things?
didn't notice key word.. "safety"

It looks as though you install the blade onto the black discs, close the thing and pull the string, which will then rotate the discs and thereby move the blade up and down and across the green things, whatever they are.
