Tell us more about your strop.
    Different strops have different answers.

In general the answer is that you do not need to
do anything to a new strop other than use it.

In this product oriented world there will be someone willing
to sell you anything you might want or think you want.

Since most strops are ready to use there is no need
to feed ("nourish") it. Long term leather likes a bit of
oil/ fat conditioner. Skin oil from your hand may be enough.
Rubbing a strop with your hand prior to use does two things...
it cleans off dust and grit that and also transfers skin oil
    (think fingerprints).

There are a couple types of leather. For an oil cured leather...
and if you must apply a bit of leather strop dressing to your hand
as you would hand lotion (only less) and rub that in. If your
hand is greasy when done it is too much. Less is good, it is
almost impossible to remove so approach this knowing that
you can visit the strop again next month.

Not a dumb question. I usually do 10 - 15 linen and 50 leather. Just a habit. No particular reason.

Russian-type cowhide should be good to go out of the box
unless the box has been sitting on the shelf for a long time.
You should be good to go....
