I have a small Stropman paddle strop I use for travel. Napped leather on one side and smooth on the other. The napped side is pasted. I found the smooth side had far too light of a draw so I took a clean piece of 1000 grit sand paper wrapped around a hardwood block and roughed it a bit. It came out perfect. There is now a super light nap to it that would work great if I wanted to paste it. That might work for you as well..

I have used a smooth dry Coticule I wiped off with a slightly damp rag and let dry to level and smooth a strop both paddle and hanging types. If you use wet/ dry sandpaper make sure it is washed and dried ahead of use. to get the loose grains off and not have them stick in the strop.
    YMMV

As above have suggested, you can take off the skin to the depth you desire, creating a suede-ish surface that holds crox or diamond spray wonderfully.
I used progressive sandpaper wrapped around a block with the leather flat on the kitchen counter. Lots of fluff generated, and very little pressure on the block, light stroke and repetition is the key to a great paste block.
For you, putting the sandpaper on the counter and working the strop board upside down should work mint.
Remember to let your treatment dry overnight before use.
    Cheers.
