In the past when I've had vintage strops of various kinds and they had issues with folds and creases that wouldn't come out through the usual methods the nuclear option of soaking the strop in water always seemed to work. The negative is the marks left on the strop. I've never been able to get them out no matter the type of strop.

You could always buy a brand new strop and hang it over the old one. The stains may still be there but they will no longer be visible.

I actually have two strops hanging in my bathroom at the moment. One brand new covering my "less than new" strop.
